Enable Gathering Interface Statistics

Usage
=====
Gathering interface metrics is an experimental feature. It only works with
the telemetry server, not a raw Redis server.

By enabling gathering of interface metrics, the node starts pushing interface
counters to the backend server. By default, the stats are pushed every 15s.

Enabling is done via:
    - netq config add stats
    - netq config restart agent

On the backend telemetry server, enable netq-stats-pushd service via:
    - sudo systemctl enable netq-stats-pushd
    - sudo systemctl start netq-stats-pushd

If you do not enable the stats-pushd service, the main redis DB will fill up
with interface stats and can run out of memory in time.

The statistics gathered is the output of 'cat /proc/net/dev'. Here is the
list of statistics gathered today:
    rx_bytes
    rx_drop
    rx_errs
    rx_frame
    rx_multicast
    rx_packets
    tx_bytes
    tx_carrier
    tx_colls
    tx_drop
    tx_errs
    tx_packets


Viewing of the stats is possible via a tool such as Grafana.
