Check CLAG Status Across the Fabric

Usage
=====
netq check clag allows a user to identify any errors or misconfigurations
on any clag/mlag peers anywhere in the netq domain.

In the following output we see that there are 6 nodes in the netq domain
configured with netq, and two of them have a warning, but do not have a
failure.

Specifically we see that the link bond01, is down and the server only has
a single attachment to leaf02.

What is Checked
===============
The following parameters are checked for consistency across the CLAG sessions
across the fabric:
    - Sysmacs: If multiple pairs have the same sysnac
    - List of single/dual attached interfaces
    - Peer connectivity
    - Backup IP is pointing to the right peer

VLAN, MTU and VxLAN consistency across the links paired via CLAG is done
via the equivalent check commands.
